Black Ops 2 System Link Unable to Join Game Session

I'm running a Retail Xbox slim and a xenon JTAG xbox. I've recently got a .gsc mod menu that works fine and I am trying to make a system link game between the two xboxes. Both of them are connected to the same network via enthernet but when I go on my retail to find the game my JTAG is hosting on system link, the game shows up but I get an error message "Unable to join game session" If anyone is willing to help I will reward.

yeah pretty sure both are on TU18 because the retail one is on live and the JTAG I checked

Have you tried restarting the game on the JTAG and restarting both consoles?

Might be a missing file, or missing dlc

Have you tried restarting the game on the JTAG and restarting both consoles?

System link works fine on Mw2 with the two consoles and I've restarted them both. Plus I'm not using any dlc

I don't think its the menu because I can't even connect to the game

Then it might be a missing file on your rgh or that's my guess.
